Secretary strongly shares Shoaib’s desire that crisis be avoided. Whole objective our actions and talks we seek with GOP is to avoid such crisis developing. He is confident that Shoaib will do everything he can to achieve same end. You should tell Shoaib however that considerations affecting our position on timing Consortium afford U.S. no alternative and we hope he can get Ayub to see this in proper perspective so that we can proceed to examine our problems and find a better way to work together toward common goals.
