78. Editorial Note

An undated and unsigned memorandum entitled the “Death of Patrice Lumumba” was sent to Director of Central Intelligence Dulles under cover of a note dated March 7, 1961, which reads: “You were asking that the Division get together in a memorandum our best estimate of the actual facts and circumstances surrounding the death of Patrice Lumumba. This memorandum is attached and I am not sure whether you intended to send it to the President or not. FMC” A stamped notation on the original indicates that Dulles saw it on March 8, but it bears no indication that it was sent to the President.
