186. Editorial Note
In telegram 1711 to the Central Intelligence Agency, July 2, 1964, the Station in Leopoldville reported that the [cryptonym not declassified] program as currently authorized appeared finished in view of the split up of the [cryptonym not declassified] group. If Cyrille Adoula remained in or returned to his present position, he would have a quite different basis of support, and established channels to him were no longer usable. If he lost his present position his principal role then would become leadership of a political grouping and hence any future CIA support would necessarily be on a different basis and presumably at a greatly reduced level. The very fluidity of the situation indicated that it was time to build or solidify channels over a broad spectrum. The Station expected soon to begin receiving feelers and requests for support from many quarters and should be prepared to respond thereto on an interim basis while seeking guidance from Headquarters.
