1. [COS] had two hour long, relaxed meet with [Mobutu] afternoon 29 Sept at his house [less than 1 line not declassified], with no bystanders, relatives etc in evidence. Ref describes subjects mood on eve of Kasavubu decision to close parliament. Although he expressed confidence in his officers and men, he did express feeling opposition would be redoubling efforts to subvert them, and suggested KUBARK should be prepared support sizeable counter-action program within army. As we know from [cryptonym not declassified] reports, some officers already infected, and unknown author of leaflet mentioned ref clearly working hard to cause mutiny in army.
