78. Presidential Determination No. 68–121

MEMORANDUM FOR THE SECRETARY OF STATE

Determination pursuant to Section 2(c) of the Migration and Refugee Assistance Act of 1962 (the “Act”)2 authorizing the transfer of up to $1,800,000 of funds made available for use under the Foreign Assistance Act of 1961, as amended.3

In order to meet unexpected urgent refugee and migration needs arising in connection with assistance to Cuban refugees in the United States, I hereby determine, pursuant to Section 2(c) of the Act that it is important to the national interest that up to $1,800,000 of funds made available for use in fiscal year 1968 under the Foreign Assistance Act of 1961, as amended, be transferred to and consolidated with funds made available to the Department of Health, Education, and Welfare for this Act.

The Secretary of State is authorized to direct the transfer of funds for this purpose from appropriation accounts under the Foreign Assistance [Page 227] Act of 1961, as amended. The Secretary of Health, Education, and Welfare is authorized to consolidate the funds so transferred with funds made available to the Department of Health, Education, and Welfare for this Act.

The Secretary of State is requested to inform the appropriate committees of Congress of this determination and the transfer of funds made under this authority.
