349. Telegram From the Department of State to the Mission in Geneva1
28307. Deliver Callanan 9:00 a.m. August 29. Transmit following personal message from Solomon to Prebisch:
“I intended telephone you last night but because lateness hour decided send you this message instead. I am greatly concerned about reports I have received that other members Consultative Group apparently regard US/Ghanaian understanding2 as basis for further negotiation. It had been clear understanding that US/Ghanaian memorandum had been accepted by African producers as basis for agreement and it was for this reason that meeting Consultative Group scheduled. I need not remind you of efforts made to reach agreement with Ghanaians on behalf African producers. I hope you clearly aware that any significant departure from substance of memorandum of understanding is outside the authorization I worked so hard to get. Given the assurances that I gave in good faith on basis the understanding with Ghana, it would make it impossible for me to recommend to my superiors significant alterations.”
At discretion Delegation give similar communication to Hackman.
