In a conversation between Acheson, Harriman, Hilsman and Forrestal today, it was agreed that, to provide a basis for considering whether or not Acheson should make a trip to Cambodia, we would draft a treaty on Cambodia’s neutrality, including an enlarged ICC along the lines Sihanouk desires, which we would be content to sign if it could be negotiated without a conference.
