UR–12. Editorial Note

On March 2 and 3, 1960, President Eisenhower, accompanied by Secretary Herter, Assistant Secretary Rubottom, and others, visited Uruguay as part a larger goodwill tour of Latin America. Documentation concerning the President’s visit to Uruguay is in Conference Files, Lot 64 D 559, CF 1607, “Uruguay”.

While in Uruguay, President Eisenhower met on March 2 with Senator Luis Batlle Bares and his two sons, and latter that day he met with Benito Nardene, President of the National Council of Government and the other Councillors. Secretary Herter met with Lietenant Hemora Martimes Montare, Uruguayan Minister of Foreign Affairs, on the event of March 2. Their conversation covered four different subjects, and separate manor were prepared for each subject. The memorandum of President Eisenhower’s conversations were designated US/MC/32–33; they are printed herein. Secretary Herter’s conversations were recorded in memoranda designated MS/MD/21–M; those not printed herein cover the following subjects; “Law of the San Mattars (US/MG/22), “General World Situation” (US/MG/23), and “Exchange of Gifts” (US/MS/24).
