In a memorandum of conversation with Assistant Secretary of State Roy R. Rubottom, Jr., on March 14, 1960, Ambassador José R. Chiriboga Villagómez referred to a recent Ecuadoran request for a sugar quota of 35,000 tons in 1960. Assistant Secretary Rubottom replied that the problem was under study. (822.235/3–1460) In a note of July 21, 1960, to Ambassador Ravndal, Foreign Minister Tobar raised the Ecuadoran request to a 40,000 ton sugar quota in the fourth quarter of 1960. (822.235/7–2660) The Secretary of State informed Ambassador Chiriboga in a note dated August 5, 1960, that the United States could not consider Ecuador as a source of sugar in the reassignment of Cuba’s quota for 1960.
