In despatch 381 from Quito, March 6, 1960, the Embassy reported that Ecuadoran Minister of Defense Gustavo Diez Delgado had accepted the invitation of Secretary of Defense Thomas S. Gates, Jr., to visit Washington and various United States military installations, March 7–17. (722.00(W)/3–460) In a news conference of March 26, Defense Minister Diez, who had returned to Quito on March 18, stated that the United States would supply Ecuador with $18 million in military equipment. As reported in despatch 431 from Quito on April 1, he expressed complete satisfaction with his conversations with United States defense officials, stressing the economic advantage of United States military aid.
