Airgram G–21 to San José, October 17, 1958, stated that the International Cooperation Administration was prepared to initiate a technical cooperation Public Safety Program in Costa Rica. (718.5/9–3058) The Department of State and the International Cooperation Administration agreed to the Embassy’s suggestion, set forth in despatch 156 from San José, September 30, that it propose a study of internal security to the Costa Rican Government as a first step in starting such a program. (718.5/9–3058) In a letter of November 17 to President Echandi, Ambassador Willauer proposed a Costa Rican-United States study of the situation confronting the Costa Rican Public Forces. (Enclosure to despatch 266 from San José, November 19, 1958; 718.5/11–1958) No record of a reply to Willauer’s letter or of action on his proposal was found in Department of State files.
