496. Telegram From the Consulate General at Geneva to the Department of State1
60. Eyes only for the Secretary from Gowen. My telegram 53.2 Am preparing Top Secret message for you only from Hammarskjold who saw me this morning. This will be sent within about two [Page 891] hours.3 Meantime please note Hammarskjold states that while decision rests with Secretary Dulles he feels release information in your telegram 394 should be withheld if there be no objection possibly for some two weeks from now and that its publication be so timed and phrased as to minimize risk of its being associated with his latest visit to Near East. He feels such association might carry implication that he had found risk of aggression so imminent as to warrant reaction. This he told me should obviously be carefully avoided in order not to give any basis for such misleading interpretation.
