46. Editorial Note

On January 24, 1957, the United Nations Security Council adopted a draft resolution regarding the Kashmir dispute sponsored by Australia, Colombia, Cuba, the United Kingdom, and the United States. The resolution, adopted by a 10 to 0 vote with 1 abstention (the Soviet Union), recalled previous resolutions of both the Council and the United Nations Commission for India and Pakistan concerning Kashmir, all of which had declared that the future disposition of the State of Jammu and Kashmir would be made in accordance with the will of the people expressed through the democratic method of a free and impartial plebiscite conducted under the auspices of the United Nations. It stated further that the convening of a Constituent Assembly and any action which it might have taken or might attempt to take to determine the future shape and affiliation of Kashmir would be inconsistent with the principles expressed in those resolutions.
