General Ridgway’s C 668321 was discussed the morning of April 14 with the Secretary, the Under Secretary, Mr. Bohlen, Mr. Nitze, Mr. Allison and Mr. Johnson. As a result of that meeting, a meeting with the JCS was requested and held early in the afternoon of April 14,2 at which General Bradley, General Collins, General Vandenberg and Admiral Fechteler were present for the JCS and Mr. Bohlen, Mr. Nitze, Mr. Allison and Mr. Johnson for State. There was a general discussion of problems raised by the fact that the screening thus far indicated a far higher portion of prisoners of war who would violently object to repatriation than had been anticipated. A radio to General Ridgway on the subject was discussed after the meeting and drafted by Mr. Johnson and General Bolte. The radio, together with some subsequent minor changes suggested by State, was approved by the JCS and subsequently by the President with whom it was discussed by General Bradley and [Page 145] the Secretary of State. It was despatched the same afternoon as JCS 906314.3
