  • Meeting with JCS, April 3, 1952

A meeting was held between State and the JCS at 3:45 p.m., April 3, to discuss the reply to General Ridgway’s HNC 11181 which had been received the same afternoon. Mr. Allison, Mr. Nitze, Mr. Stelle and Mr. Johnson were present for State, and General Bradley, General Collins, General Vandenberg and Admiral Duncan for the JCS.

There was immediate and general agreement that General Ridgway should immediately be authorized to undertake the action proposed in Part 1 of his HNC 1118. There was also general agreement that he should be authorized to take the action proposed in Part 2 of HNC 1118, but that the advantages of proposing the Soviet Union as a member of the supervisory commission not designated as “neutral” should be more fully set forth to him. Accordingly a draft telegram along these lines replying to Part 2 was discussed and agreed to.

The drafts of the telegrams were subsequently discussed with the Secretary, and General Bradley was informed of the Department’s concurrence the same afternoon. General Bradley undertook to obtain the [Page 139] President’s approval and the telegrams (JCS 9054262 and JCS 905427)3 were dispatched the evening of the same day.
