Editorial Note
At 11 a.m. Korean time, May 13, 1953, the UNC made its counterproposal at Panmunjom. The record of the session and the text of the proposal can be found in telegrams ZX 36559 and C 62385, both from Clark to JCS, both dated May 13, 1953, neither printed. (Matthews files, lot 53 D 413) A text of the UNC counterproposal is printed in the Department of State Bulletin, May 25, 1953, pages 755–757.
At the next session, held May 14, the Communist Delegate stated that the UNC proposal was “absolutely unacceptable” and “resolutely” rejected it. A record of this session can be found in telegram ZX 36570, from Clark to JCS, May 14, 1953. (Matthews files, lot 53 D 413)
