34. Prime Minister2 told me today he personally supports SEATO in principle but feels he must hear from all Colombo powers and consult with them before making decision. He said India and Indonesia have already cabled GOC they will not support SEATO. Burma and Pakistan have not yet stated their views. Prime Minister also wishes more facts. Suggest high-ranking London or Washington official make tour of Colombo powers explaining details of proposed alliance. My impression is that he will not “go” it alone but may join if Pakistan is for it and Burma not opposed to it. This is also feeling of UK High Commission here.
