Dulte 6. Eyes only Hoover for President. Am happy to advise that NATO Ministerial Council has just unanimously approved Military Committee report for purposes of planning and preparation with understanding that this approval did not involve any delegation to military of responsibility of governments for deciding on action in event of hostilities.¹ Approving resolution was worked out by us yesterday in conversations first with United Kingdom and Canada, then with France.² It is entirely satisfactory to Gruenther and Radford.
