Editorial Note
On May 5, 1954, the Paraguayan Army deposed President Federico Cháves, and the National Assembly thereupon named Tomás Romero Pereira, President of the Governing Board of the Colorado Party, as Provisional President of Paraguay. He served in that capacity until August 15, 1954, when General Stroessner, having been duly elected on July 11 to fill the unexpired term of President Cháves, assumed the office of President.
