On June 26, 1954, representatives of ten of the member states on the Council of the Organization of American States (Brazil, Costa Rica, Cuba, Dominican Republic, Haiti, Honduras, Nicaragua, Panama, Peru, and the United States) requested a meeting of Consultation of the American Foreign Ministers under Articles 6 and 11 of the Inter-American Treaty of Reciprocal Assistance; for text of the letter of request, see the Department of State Bulletin, July 5, 1954, pages 131–132, or Annals of the Organization of American States, 1954, page 159.
