In a memorandum to the Director of the Policy Planning Staff, Robert R. Bowie, dated June 21, 1954, Jacob D. Beam of that Staff, stated the following with respect to a meeting held in the Office of the Assistant Secretary of State for Economic Affairs, Samuel C. Waugh: [Page 1177]

“4. The Shipping Officers in E complained bitterly that they had not been previously informed regarding the U.S. decisions about the handling of foreign ships suspected of transporting Soviet Bloc military equipment to Guatemala. They said they are having to deal with complaints from all over the world.
