Editorial Note

In a memorandum to the President, dated May 11, 1954, Secretary Dulles commented on unsettled labor conditions in Honduras, reports of suspicious movements of planes and men from Guatemala to Honduras, and the preparation of a plan for providing direct military assistance to Honduras, in the event that the Honduran Government requested such assistance under the provisions of the Rio Treaty.
