Under cover of a letter of April 2, Italian Foreign Minister Sforza transmitted to Secretary of State Acheson a memorandum proposing the conclusion of a nonaggression pact between the member nations of the North Atlantic Treaty Organization on the one hand and the Soviet Union and the other Communist nations on the other.
