Department would appreciate it if Moore² could be spared for period Mar 27 to 31 to participate in special session GATT CP’s at Torquay, on question creating intersessional WP on Eur tariff disparities. Dept believes most important Moore shld be on hand at Torquay several days before Mar 30, when problem scheduled for discussion, in order consult with interested dels.

2. Believe presence of Hight,³ OSR, at Torquay during special session wld be of great aid to USDel, in view his substantial contribution to prior negots this subj.

2. Ben T. Moore, Deputy Counselor for Economic Affairs, United States Embassy, London. Moore was subsequently assigned as an adviser to the United States Delegation to the Special Session.
