5022. Deptel 4442, February 23. Embassy has informally discussed subject European tariff problem with Foreign Office along lines reference telegram emphasizing US position. Foreign Office officials gave assurances French had no objection in principle to continued efforts deal with European tariff problem on MFN basis and stated that French delegation Torquay would actively support US delegation in this matter. They expressed doubts, however, re possibility finding practical basis for negotiations and mentioned failure their previous suggestions at Torquay. They also doubted possibility satisfying Benelux and CE particularly. Netherlands in view recent adverse developments German balance of payments. Embassy understands Foreign Office has contacted French delegation Torquay by telephone to ensure coordination with US delegation.
