The Secretary of Defense (Marshall) to the Secretary of State

Dear Mr. Secretary: In response to requests, on 8 November 1950, from Department of State officials for Defense views on certain resolutions to be introduced into the Security Council regarding Chinese Communist intervention, there are attached, for your information, the views of the Joint Chiefs of Staff of 9 November.1 A copy of these views, with which I concur, has already been informally made available to Assistant Secretary of State Rusk.

While it is the view of both Departments that some form of reassurances to the Chinese Communists is called for, I believe it should be made clear that a sanctuary for attacking Chinese aircraft is not explicitly or implicitly affirmed by any United Nations action.
