For Ambassador.1 While Department deeply appreciates willingness you and members your staff remain Seoul, it is felt inadvisable for you or any members your staff voluntarily to become hostages and accordingly unless there are overriding considerations not known here Department feels you should endeavor leave Seoul to join Goverment before safe departure becomes impossible.
