The Deputy Assistant Secretary of State for Far Eastern Affairs (Merchant) to the Assistant Secretary of Commerce (Blaisdell)
Dear Tom: Confirming my telephone conversation with you earlier today, it is the request of the Department of State that for the time being action be suspended on export license applications for IB items destined for mainland China now before you or which may be submitted and upon which favorable action otherwise might be taken. The State Department representative on the R–Procedure Committee has been instructed to take this position.
I am sure you understand the reasons for this request at this time. We will keep in close touch with you on the matter.
