1025. Brit Emb informed Dept Dixon intends submit factual report SC possibly without recommendations and does not intend remain Lake Success Kashmir hearing.

We believe SC action will be guided by Dixon report and attach importance to his making recommendations as well as reporting to SC. Absence Dixon during at least initial stages Kashmir hearings wld handicap efforts SC.

Suggest Emb approach CRO and express hope UK will prevail upon Dixon embody recommendations in his report and report in person SC.
