Cantel 876. Tung Ling, Vice Minister Foreign Office, confirms my impression fall Hengyang may be signal for removal government [from] Canton, Cantel 847, July 29. August 15 may be little early, but certainly expect action some time this month. Present government plans continue contemplate removal to Chungking, even if temporary and on infinitesimal scale. Sent Department Cantel 876; repeated Chungking as 75.
