1448. Re Embtel 1447, July 6. Local Hsin Mm Pao July 2 reports meeting of propaganda department preparing for celebration July 7 of liberation Nanking, Shanghai, Hangchow. Shih Hsi-min, department deputy director, instructed members to strengthen anti-US imperialistic propaganda, demand early signing of Japanese peace treaty, stress this treaty must have concurrence of USSR and “the new China”, Chiang bandit group having no right to participate.
