168. In May 30 address to educational workers conference here CCP PA–Dairen committee secretary Ou-yang Chin stated that Dairen City is included in sphere occupied “by Soviet Army for 30 years until the Japanese peace treaty signed”, Jen Min Daily June 6.
This statement not related to context of rest of speech. It possible that Ou-yang deliberately publicized it to end the numerous rumors that Soviet Army will soon withdraw from Dairen City.
