ReDeptels 725, October 20, and 759, November 1,¹⁰ next two telegrams Peiping No. series¹¹ give English texts notes addressed Chou En-lai on two subjects, Assistant [Am.] Military Attaché Soule exit permit and American Government real property Tsingtao under respective dates November 7 and 8, both dispatched today. Recommend no publicity for present.

Department please inform Nanking, Tsingtao appropriately, also Tientsin at discretion.
