In view interim developments and particularly settlement labor dispute Attaché offices and Bacon’s undertaking get mediation of club employees dispute, of course assume Peiping would be authorized make appropriate changes text letter Chou En-lai but propose answer on basis general reasoning to be set forth early telegram eliminate references “flimsy [pre]text” and “USA would not countenance negotiations under duress”.
