I told Mr. Connelly1 that Ambassador Elath would probably bring up today the question of retaining the arms embargo on Israel and the Arab States. I said that Ralph Bunche had recommended to the Security Council that the various truce resolutions be rescinded and that the Security Council proceed on the basis of the armistice agreements. I told Mr. Connelly that the Secretary of State would wish to discuss this matter very carefully with the President and that the Secretary hopes that the President will make no commitment to Ambassador Elath prior to the Secretary’s talk with the President.

Mr. Connelly said that he would take care of the matter and see to it that the President “just listens”. He stated that he would need nothing in writing, that my telephone call was sufficient.
