Memorandum by the Secretary of State to the Counselor (Bohlen)

top secret

I see no political objection to having some of Admiral Conolly’s staff visit GHQ Fayid in Egypt for three or four weeks. They should not be detailed or assigned in any way, nor should they be attached to this British staff. Handled as a routine visit, I see no political objection to their working with the British staff in an advisory or consultative role.

I agree with Satterthwaite’s views in the event the visit is to be prolonged. Please have appropriate action taken in accordance with the above.
