In conversation with Hare, Jai Prakash Narain stated that Communist Party of India had circulated written instructions to members to refrain from attacking interim government following acceptance June 3 partition plan. This ties in with reports from other Indian sources. It seems safe to assume these orders originated outside India. Possible reasons for adoption this policy: Russian leaders may wish avoid at this time any appearance of unfriendliness toward new [Page 159] dominion government and may not wish discourage fissiparous tendencies in India which might facilitate future infiltration.
