Editorial Note

The Protocol of Provisional Application of the General Agreement on Tariffs and Trade was signed by Winthrop Brown for the United States at Geneva on October 30, 1947; the agreement was to take effect on January 1, 1948. The General Agreement on Tariffs and Trade is printed as 61 Stat, (parts 5 and 6).
