185. Believe US should advocate (re Herschel Johnson letters March 291 and April 152 to Rusk) as initial SC action on receipt MSC report due April 303 (a) prompt establishment subcommittee representing all members SC, action to be pursuant item 2 S/3314 (if necessary USDel should request inclusion this item SC agenda), and [Page 465] (b) direction MSC proceed urgently study Art. 43 as previously directed.

Subcommittee should review report, examine basic principles and consider further action SC should take accelerate implementation Art. 43 in accord GA Res Dec 14. It should report recommendations SC soonest.

Urge immediate informal discussion proposed action other SC members.

Further recommendations including detailed subcommittee terms of ref follow.5

Strongly urge USDel take necessary action earliest release MSC report.
