84. Alphand2 confirmed yesterday to member of my staff that Monnet3 is leaving shortly to inaugurate negotiations on commercial policy, etc., in Washington, but that his stay will be brief. It is uncertain whether Monnet, Alphand or some other official will be named to carry through the series of negotiations they envisage.
