Implementation of the financial agreement between the governments of the United States and the United Kingdom

On January 30, 1946, the President transmitted the agreement to the Congress with a special message, the text of which is printed in Public Papers of the Presidents of the United States: Harry S. Truman, 1946, pages 97 ff.
