3270. For the Acting Secretary from the Secretary, Delsec 659. If agreement is reached on reparations deliveries to the USSR from Italy out of current production, it is my intention to propose that treaty provide for such deliveries within definite limits, on the basis that the USSR would furnish the necessary materials needed for the production of these goods by Italy. It is my belief that the character of the goods to be supplied by Italy and of the materials to be furnished by the [Page 730] USSR should, within the limits set up by the treaty, be agreed upon between Italy and the USSR.

The communication which the Embassy at Rome was instructed to make to the Italian Government in Deptel 1382 to Rome July 1 repeated to Paris as Secdel 38527 might be considered to be in conflict with the proposals I have in mind, and I question the wisdom of making such a communication to the Italian Government at this time.
