Draft Peace Treaty With Italy: C.F.M.(D) (46) 17763

I. Franco-Italian Frontier

Rectification N°4—Tenda and Briga (Art. 2 (4))64

After an exchange of views the Council agreed to resume discussion of this question at a later meeting.

II. Treaty Commission. Allied Inspectorate (Art. 76 and 62)65

The Council adopted the principle that the supervision over the execution of the Treaty should be exercised by the Ambassadors of the Four Powers at Rome acting in concert, for a period of twelve months after the coming into force of the Treaty.

The Council instructed the Deputies to formulate this decision.

III. Withdrawal of Allied Forces From Italy (Art. 64)66

The Council adopted the principle of an article which would comprise:

(a)
the first part of the U.S. Delegation’s proposal stipulating that [Page 557] all Allied armed forces would be withdrawn from Italy within a period of ninety days from the coming into force of the Treaty;
(b)
in regard to the return to the Italian Government of unused currency and property held by the Allies, provisions similar to those adopted in Article 21 of the draft Treaty with Roumania (C.F.M.(D) (46) 182).67

The Soviet Delegation stated that Soviet troops would be withdrawn from Bulgaria under the same conditions as those agreed for the withdrawal of the British and American troops from Italy.

The Drafting Committee to draw up the final text of the Article dealing with withdrawal of Allied forces from Italy.

IV. Next Meeting

It was agreed to hold a private meeting of the Foreign Ministers at 5 p.m. in the office and under the Chairmanship of M. Bidault.
