II. U.S. Delegation’s Proposal Concerning the Further Work of the Council of Foreign Ministers and the Convening of the Peace Conference

The U.S. Delegation proposed:

1°)
that after considering German questions the present session should recess until June 15th;
2°)
that the Council should now call a Peace Conference for 1st or 15th July or, if this were not agreed, that it should be left to the next session of the Council to decide on the date of the Peace Conference;
3°)
that the revised Armistice terms with Italy should be signed immediately;
4°)
that the question of drafting the treaty with Austria should be placed on the agenda of the 15th June session, the Deputies to be instructed to prepare in the meantime proposals for the consideration of the Council.

The Council agreed to discuss the U.S. Delegation’s proposal on the following day.

The Ministers decided to meet at 11 a.m., 15th May informally, under the chairmanship of Mr. Bevin and in his room, to discuss the German question and decide an agenda for the other meetings of the day.
