The Acting Secretary of State to the United States Commissioner, United Nations War Crimes Commission (Hodgson)
The Acting Secretary of State refers to the Commissioner’s telegram 9773 of September 21, 1945 and transmits for the information of the Commissioner a list of major Japanese war criminals prepared by the National War Crimes Office in consultation with certain officers [Page 938] of the Department and communicated to the Supreme Commander for the allied forces.34
It should be noted that the list is not complete and that names are being added and withdrawn from time to time.
In view of the specific request from the Supreme Commander, the Department, in consultation with the War Department, does not authorize the release of this list to the Commission. Nevertheless, it is being communicated for the Commissioner’s personal information in order that it may be in his hands when release to the Commission is authorized.
