Your telegram 20, January 6, 2 p.m. In instruction no. 19 of July 15, 1944 to our member on War Crimes Commission, London,79 Department took position that for Commission purposes war in Far East started July 7, 1937. Matter is being called to attention of our deputy member on London Commission80 who will be in London shortly and who will endeavor to expedite decision by Commission.
