ReDeptel 2432, Dec 1, 6 p.m. Have studied contents of Dept’s Nos. 2433 and 2434, Dec 1, 6 p.m. and find that amendments from original draft incorporate amendments which I have already submitted to Molotov under instructions or incorporate certain of his suggested amendments except for one minor change in language. I therefore have no comment to make at this time.
