In reply to our proposals for establishment of Far Eastern Advisory Commission Chinese Gov in formal note August 30 gave its approval to our proposals without qualification. SovGov in written reply dated September 7 (Moscow’s 435, September 7, for Winant⁵) also agreed to our proposals for establishment of the commission without qualification regarding invitations to other nations to be on the commission.
