Memorandum by the State-War-Navy Coordinating Committee

Memorandum for the Secretary, Joint Chiefs of Staff:
Subject: Instruments for the surrender of Japan.

- Reference is made to your memorandum on the above subject dated 14 August 1945. (SM–2866)
- 2.
- The Army member of the SWNCC proposes to amend the General
Order attached thereto, as proposed by the Joint Chiefs of
Staff, by inserting the following sentence after paragraph 1
e.:
“The above indicated commanders are the only representatives of the Allied Powers empowered to accept surrender, and all surrenders of Japanese Forces shall be made only to them or to their designated representatives.[”]

- It is requested that this matter be brought to the attention of the Joint Chiefs of Staff as a matter of urgency and that their comments, when obtained, be forwarded to the State-War-Navy Coordinating Committee.
