The Ambassador in the United Kingdom (Winant) to the Secretary of State

2264. White House Nbr 325 from the Secretary of State requesting delivery of a message from the President to the Prime Minister62 was telephoned to the Prime Minister, who is at Chequers, within five minutes of its receipt at the Embassy.
The Prime Minister asked me to forward the following message to the President:
“In reply to your message in regard to your proposals for the acceptance of the Japanese surrender I am in accord with the general [Page 640] procedure you propose and I designate Admiral Sir Bruce Austin Fraser62a our representative.”
